GRACRE takes a look at the unique opportunity the current economic challenges provide to “re-set” the direction of our communities and generate economic growth and prosperity. In his new book – The Great Reset - Richard Florida, identifies “the patterns that will…reshape virtually every aspect of our lives—from how and where we live to how we work to how we invest in…infrastructure, and how we shape our cities and regions.” Innovations in education, infrastructure and connectivity are the things we can effectively address.
The private sector and Government, together, have the most important and legitimate roles to play in establishing the framework enabling a new era of shared prosperity. Our November event begins a series focused on what role the Commercial Real Estate Sector can and should play in re-setting the Richmond Region for a brighter future.
The panel will include:
David S. Anderson – Founder - Placemaking
daveanderson@greatplacemaking.com
Dave will give a private sector perspective from his years of working both as a consultant and a developer. Dave will discuss the real estate perspective from other parts of the country as well as how our region compares.
Robert A. Crum, Jr. Executive Director Richmond Regional Planning District Commission
RCrum@richmondregional.org
Bob will share his perspective, both from his work in other cities, and since he has joined our community. Bob will share what the PDC’s role is in shaping our future and will speak to the audience about what we can do to help.
Moderators – Tim Davey/David Wilkins - GRACRE Legislative Committee. Tim will also share the GRACRE Legislative Agenda that will be placed on each table before the meeting.

Governor Kaine took office promising to marry transportation and land use planning. The Governor has also set his sights on setting the gold standard for stormwater management. With the marrying of transportation and land use almost complete and the anticipated enactment of gold standard stormwater regulations, the marriage is already on the rocks and no one has any gold left.
Under the new state-wide regulations, developers will face new hurdles, risks, and costs in the coming years as these new state-wide regulations are implemented. They will have to contend with new traffic impact regulations that will affect the timing of, and proffers for, rezoning requests. Entrance locations will no longer be a given. Connectivity will be required for planned public secondary streets and it is not clear how neighbors and consumers will react. Lastly, developers will have to contend with a paradigm shift in the way stormwater is controlled on-site and new, more stringent, quality and quantity standards for stormwater runoff.
Join GRACRE for a panel discussion describing the maze of new state-wide development regulations and their implications. The panel will be moderated by land-use attorney Jim Theobald and will include, Barrett Hardiman, Vice President of Regulatory Affairs for the Home Builders Association of Virginia; Erich Strohhacker, a transportation engineer with Ramey Kemp & Associates; and Jeff Geiger, an attorney with Hirschler Fleischer.
